No all the sites are not legal but many of sites are only depending on the trapping the users by attractive lottery scheme,fake online job, fake survey etc. and many of people who is new on internet they trapped in it even that person who uses internet daily is also fall in the scam.
The only way to avoid this types of crime is to Be Aware and know more things about scams.
